Fields of Practice

Joseph Omar “Jomar” Castillo currently heads the labor relations practice for the Firm. He has over 10 years of proven track record and solid experience in the field of labor relations, contract support, immigration, and corporate fraud. Recognizing one of the fastest growing sectors of the economy and emerging area of the law, he captains the BPO industry practice of the firm. Jomar began his career with ACCRA law firm and then with international firm, Quisumbing Torres/ Baker & Mckenzie.

Jomar received his Juris Doctor degree in 1997 from the Ateneo School of Law and became member of the Philippine Bar the following year. He likewise received his undergraduate Bachelors of Science major in Business Management degree from the same university in 1993. He is a member of the Labor Market Reform Committee of the Employers Confederation of the Philippines (ECOP) and is an active participant in congressional hearings on legislation and reform.  Jomar was recently chosen as the Philippine delegate to the ASEAN – International Labor Organization (ILO) regional conference for Global Industrial Relations.
Relevant Experiences

• Advises one of the largest information technology company in the world for their legal compliance requirements in the Philippines.  Work includes contracts support, employment law advice, and consumer complaints.

• Handles employment litigation matters for various business process outsourcing companies before the National Labor Relations Commission regarding termination disputes arising from issues such as: failure to reach performance targets or KPIs, serious misconduct and neglect of duties.  The work includes prosecution of former employees for corporate fraud.

• Supervises the servicing of non-performing loans (NPL) for total loan portfolio of $135 Million acquired by a special purpose company created under the Special Purpose Asset Vehicle (SPV) Act.  The work includes negotiations for settlement, participation in rehabilitation proceedings and pursuing various litigation efforts to collect outstanding loan obligations.

• Advises various business process outsourcing companies regarding
employment law related matters, such as compensation and benefits, service agreements, employment contract obligations, performance improvement programs and employment retention schemes.

• Successfully handled a complex union-recognition matter for a large semi-conductor company before the Department of Labor and Employment.  Work included assisting the company in (1) formulating effective HR and corporate communications strategy to address personnel matters and (2) coordinating the external affairs strategies to address corporate governance issues.

• Managed the large-scale separation of employees due to closure of establishments due to economic reasons.   Work included the supervision of key personnel, such as corporate communications and finance, with regard to employment-related matters arising from the closure of the company.
