PJS Law’s 3rd PPP - AFCS Project Concession Agreement Signed

The government’s PPP program achieved another milestone recently with the contract signing for the Automatic Fare Collection System (AFCS) project. Since its launch in 2010, the government has already awarded six PPP projects. With just a little over two years left in President Aquino’s term, a few more PPP projects of the Aquino government are expected to be awarded.

Awarded Contracts

To date, awarded contracts include the 4-kilometer 4-lane toll Daang Hari-SLEX Link Road Project of the Department of Public Works and Highways (DPWH); Phase I and II of the Public School Infrastructure Project (PSIP) of the Department of Education; the 4-lane, 7.75 km elevated NAIA Expressway project also of DPWH; Department of Health’s Modernization of the Philippine Orthopedic Hospital (MPOC) project; and the most recent addition to this list the AFCS project of the Department of Transportation and Communications (DOTC).

The public is also awaiting DOTC’s announcement on the highly anticipated awarding of the Mactan-Cebu International Airport Passenger Terminal Building project, considered as one of the big ticket items of the PPP projects.

Of the six awarded projects, PJS Law is proud to have been deeply involved in three of those infrastructure projects, namely: PSIP Phase II, the MPOC project and the AFCS project, the most by any firm (foreign or local, legal or financial). Apart from these, PJS Law is currently advising national government agencies in six other PPP projects.
