Single Ticketing System
for LRT/MRT Closer to Implemenation

The Department of Transportation and Communications (“DOTC”) and the Light Rail Transport Authority (“LRTA”) issued the Notice of Award for the PhP1.72B Automated Fare Collection System (“AFCS”) Project d last 30 January 2014 to AF Consortium. AF Consortium is led by the country’s top conglomerate Ayala Corp. and Metro Pacific Investments Corp. It submitted the highest complying bid, offering to pay the government the total amount of PhP1,088,103,900 for the concession.

The AFCS Project will unify the ticketing system for LRT Lines 1 and 2 and the MRT Line 3, similar to the tap-and-go technology employed in other much advanced countries such as Singapore, Hong Kong, and South Korea.

The AFCS Project is the first PPP project to be awarded by the DOTC. PJS Law’s Infrastructure Practice Group advises the DOTC and LRTA for the AFCS Project. Partner Ramil E. Bugayong leads this team.
