PJS Law and multinational law firm Pinsent Masons MPillay have been chosen to support Asia Development Bank (ADB) as it advises the Philippine Department of Transportation (DOTr) on a forthcoming redevelopment project of Manila’s Ninoy Aquino International Airport (NAIA).

The DOTr began its search for a private partner to modernize the airport with a PHP 170.6 billion (US$3 billion) budget in August, and results will be announced in early 2024. In accordance with the country’s Build-Operate-Transfer Law, interested parties will bid through a rehabilitate-operate-expand-transfer agreement.

“PJS’ role is to coordinate with Pinsent Masons as well as the [Landrum and Brown] technical and [PwC] financial advisers in providing advice to ADB on transaction structuring, due diligence, as well as the tender process and discussions with potential bidders,” PJS Law Chief Executive Officer, Regina Jacinto-Barrientos, shares in an interview with Asia Business Law Journal.

“With the support of Pinsent Masons and the other advisers, we assumed primary responsibility for developing the draft concession agreement. In turn, we likewise provided support to the financial and technical advisers in developing the relevant components of the project,” she adds.

Jacinto-Barrientos also says the project is a growth opportunity for PJS Law.

“This project builds on our existing experience that will better service clients locally and abroad as we continue growing our infrastructure practice and legal development.”
